The conference which gave rise to this book, on the role of Parliaments and the media in screening and testing for HIV and for genetic disease, was held at the Royal Society in London in 1994. It is part of the project called “Bioethics in Europe: Survey, Information and Analysis” which is being carried out by the Descartes Society (Association Descartes) of Paris by contract with the European Commission under the latter's Biomed1 programme. Five member states of the European Union are holding conferences and producing books of the proceedings and relevant studies. This is the first. As it goes to press, four of the conferences have been held, and we hope that the others too will be published in the series 'Ethique et Sciences'.
The conference 'Parliaments and Screening' was convened by Lord Kennet. It dealt with the relation between, on the one hand, the social and ethical consequences of recent headlong advances in molecular biology, and on the other, the national parliaments of Europe, which must either legislate to regulate them, or consciously refrain from doing so. It chose HIV and genetic screening for its particular field, and it also considered the role of the news media.
The Descartes Society was founded in 1989 under the aegis of the French Ministry of Higher Education and Research. Its task is to promote exchanges between the exact sciences and the human sciences, particularly in the field of ethics.
